New Rules for Sea Fishing Tourism in Norway from August 1, 2025
To ensure more sustainable and responsible tourist fishing, the government – led by Minister of Fisheries and Oceans Marianne Sivertsen Næss – is introducing new regulations that take effect on August 1, 2025. The aim is to reduce illegal export of fish and strengthen control over catches from the sea.
Key points in the regulation changes:
- Daily catch reporting will be mandatory for all registered tourist fishing businesses
- 12-year age limit to use the export quota
- Stricter documentation requirements at border crossings when taking fish out of the country
Export quota:
- 2025: Unchanged – 18 kg, twice a year
- 2026: Reduced to 15 kg, twice a year
- 2027: Further reduced to 10 kg, twice a year
Why are these measures being introduced?
The Government aims to:
- Prevent fish smuggling and illegal exports
- Increase knowledge of catches within tourist fishing
- Promote experience-based and sustainable tourism
- Make customs enforcement more efficient
